The Metropolitan Transportation Commission (MTC) and Association of Bay Area Governments (ABAG) jointly adopted Plan Bay Area 2050 in October 2021.

Proposed Draft Amendment to Plan Bay Area 2050

On Monday, August 12, 2024, MTC/ABAG released the proposed draft amendment to Plan Bay Area 2050 (the “Plan”) to include the Sonoma-Marin Rail Transit (SMART) passenger rail extension to Healdsburg. The proposed draft amendment to the adopted Plan necessitates a new Transportation-Air Quality Conformity Analysis. 

The proposed draft amendment below was available for a 30-day public review and comment through 5 p.m. on September 11, 2024. The proposed draft amendment will be presented to MTC/ABAG for their approvals in October.

Plan Bay Area 2050

On October 21, 2021, the Metropolitan Transportation Commission and the Executive Board of the Association of Bay Area Governments jointly adopted Plan Bay Area 2050 and its related supplemental reports. The momentous milestone makes Plan Bay Area 2050 the official regional long-range plan, charting a course for a Bay Area that is affordable, connected, diverse, healthy and vibrant for all residents through 2050 and beyond.

Plan Bay Area 2050 connects the elements of housing, the economy, transportation and the environment through 35 strategies that will make the Bay Area more equitable for all residents and more resilient in the face of unexpected challenges. In the short-term, the plan’s Implementation Plan identifies more than 80 specific actions for MTC, ABAG and partner organizations to take over the next five years to make headway on each of the 35 strategies.

Final Environmental Impact Report

The Final Environmental Impact Report (EIR) for Plan Bay Area 2050 was also approved by both ABAG and MTC on October 21, 2021. The Final EIR consists of changes to the Draft EIR and written responses to comments submitted during the comment period on the Draft EIR. Consistency with Plan Bay Area 2050

A growing number of environmental streamlining provisions and state funding programs require consistency with an applicable Sustainable Communities Strategy (SCS). In the San Francisco Bay Area, the applicable SCS is Plan Bay Area 2050. The Draft Plan Bay Area 2050 was released on May 26, 2021 and was available for public review and comment through July 20, 2021.

Public engagement and feedback were fundamental in shaping Plan Bay Area 2050. The draft plan was no exception. Over the course of summer 2021, MTC and ABAG staff solicited the public’s input on the draft plan in online public hearings and workshops, online comment forms, through email and mail, and by phone.

Staff also hosted a Plan Bay Area 2050 Video Challenge inviting Bay Area students to talk about their favorite plan strategy and produced a short video highlighting students’ input.
