Environmental Impact Report (EIR)

Under the California Environmental Quality Act (CEQA), the Metropolitan Transportation Commission (MTC) and Association of Bay Area Governments (ABAG) must prepare a programmatic Environmental Impact Report (EIR) to inform citizens and decision-makers of potential significant environmental impacts that could result from implementing Plan Bay Area 2050+.

MTC and ABAG are the joint lead agencies undertaking preparation of a program-level Draft Environmental Impact Report (DEIR) for Plan Bay Area 2050+. Plan Bay Area 2050+ is a limited and focused update to Plan Bay Area and serves as the 2025 Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) for the San Francisco Bay Area.

In general, the purpose of the EIR is to:  

  • Analyze the potential environmental effects of adopting and implementing Plan Bay Area 2050+;
  • Inform decision makers, responsible and trustee agencies and members of the public as to the range of the environmental impacts of the plan;
  • Recommend mitigation measures to mitigate significant adverse impacts; and
  • Analyze a range of reasonable alternatives to the plan. 

The Plan Bay Area 2050+ EIR will analyze all the required CEQA environmental issue areas, including: aesthetics; agriculture and forestry resources; air quality; biological resources; cultural resources; energy; geology and soils; greenhouse gas emissions; hazards and hazardous materials; hydrology and water quality; land use and planning; mineral resources; noise; population and housing; public services; recreation; transportation/traffic; tribal cultural resources; utilities and other service systems; and wildfire.
