A summary of public comments received and recommendation to modify  
five existing projects and reassign $16.7 million in Regional Measure 3  
(RM3) funds, specifically to:  
(i) Redirect $16,700,000 in funds from the Solano County I-80/I-680/SR-  
12 Interchange Project (RM3 project #21) to the Solano I-80 Express  
Lanes (Toll System) project - part of the Bay Area Corridor Express Lanes  
suite of projects (under RM3 project #2);  
(ii) Modify scope of Sonoma-Marin Area Rail Transit (SMART) project  
(RM3 project #7) to clarify eligibility of the multi-use pathway along SMART  
right-of-way;  
(iii) Modify scope of Highway 101-Marin/Sonoma Narrows (RM3 project  
#20) to extend the project limits approximately 4.5 miles from Petaluma  
Blvd. South to Petaluma Blvd. North in Petaluma and approximately three  
(3) miles from Atherton Ave. to State Route 37 in Novato; and  
(iv) Add the Metropolitan Transportation Commission (MTC) as a joint  
project sponsor to State Route 37 Improvements (RM3 project #23).

The next meeting of the Metropolitan Transportation Commission will be held on  
Wednesday, February 28, 2024 at the Bay Area Metro Center, 375 Beale Street, San  
Francisco, CA.  
Public Comment: The public is encouraged to comment on agenda items at Commission meetings  
by completing a request-to-speak card (available from staff) and passing it to the Commission  
secretary. Public comment may be limited by any of the procedures set forth in Section 3.09 of MTC's  
Procedures Manual (Resolution No. 1058, Revised) if, in the chair's judgment, it is necessary to  
maintain the orderly flow of business.  
Meeting Conduct: If this meeting is willfully interrupted or disrupted by one or more persons  
rendering orderly conduct of the meeting unfeasible, the Chair may order the removal of individuals who  
are willfully disrupting the meeting. Such individuals may be arrested. If order cannot be restored by  
such removal, the members of the Commission may direct that the meeting room be cleared (except  
for representatives of the press or other news media not participating in the disturbance), and the  
session may continue.  
Record of Meeting: Commission meetings are recorded. Copies of recordings are available at a  
nominal charge, or recordings may be listened to at MTC offices by appointment. Audiocasts are  
maintained on MTC's Web site (mtc.ca.gov) for public review for at least one year.
