Plan Bay Area:
As we develop Plan Bay Area, we need performance targets against which
we can measure and evaluate various land
use scenarios. After consulting with experts, stakeholders and
the public, the Association of Bay Area Governments (ABAG) and the
Metropolitan Transportation Commission (MTC) adopted 10 targets. Two
of the targets are required by SB 375:
- Reduce per-capita carbon dioxide emissions from cars and light-duty
trucks by 7 percent by 2020 and by 15 percent by 2035, and
by 2035 100 percent of the region’s projected 25-year growth by income
level, without displacing current low-income residents.
The remaining eight targets reflect voluntary goals regarding healthy
and safe communities, open space and agricultural preservation, equitable
access, economic vitality and transportation system effectiveness.
In addition to the adopted Performance Targets, the Ad Hoc Committee on Performance Measures also recommended a list of SCS indicators. SCS Indicators provide snapshots of current data in comparison to projected new household growth. These indicators are to help inform related policy decisions and monitor performance over time."
